Our Mission

The Alamo Community Foundation is a 501(c)(3) non-profit, public benefit corporation organized for charitable purposes which include providing education by the way of obtaining and funding research, collecting, analyzing, providing, and disseminating information that will enable citizens in the unincorporated area of Alamo, California, to make informed decisions regarding local issues and concerns.

Why the Foundation was Created

When a community like Alamo wants to consider incorporation as a city, California State Law requires comprehensive studies of all aspects of incorporation as well as the review and discussion of the study results in public hearings.  The full cost of the required study, review, and discussion process is approximately $200,000.  The money must be raised privately because there is no public (government) money available to pay for Alamo incorporation.  

The Alamo Community Foundation was created as a vehicle for:

  • Community-wide education about the State required studies and activities that make up the process of incorporation.
  • Tax-deductible contributions to these one-time costs of incorporation studies.

The specific activities that need to be funded with private money to satisfy requirements of the State are:

  • Parcel by parcel mapping of the proposed boundaries of incorporated Alamo.
  • Accounting of all taxes Alamo taxpayers now pay to all county agencies.
  • Compilation and valuation of all services - like roads, planning, police, and parks - that Alamo now receives from those county agencies.
  • Calculation of tax revenues that would accrue to incorporated Alamo rather than to county agencies or other jurisdictions - a portion of property taxes, a portion of sales tax, Vehicle License Fees and fines, property transfer taxes, franchise fees, revenues from special districts for new cities, and road revenues from gas taxes and the local transportation tax for cities.
  • Research of budgets of comparable cities, and projection of a ten-year budget for incorporated Alamo.
  • Estimation of how property taxes would be apportioned between county agencies and incorporated Alamo to maintain revenue neutrality for the County.
  • Development of a plan to make an orderly transfer of services from county agencies to incorporated Alamo.
  • Public presentations and hearings of facts and findings about the above.

Board of Directors

Claudia Waldron, President 

A 24-year resident of Alamo, Claudia is well known for her success in business and as a community leader. She is active in several community committees and organizations including the Alamo Merchants and Professional Association. Claudia has been recognized as Alamo Citizen of the Year and Alamo Business Person of the Year. She is married and has three grown sons, all educated in Alamo schools. Her hope is that the LAFCO studies are completed by this summer as planned, so the citizens of Alamo have the opportunity to review the results of those studies and make well-informed decisions when they have the opportunity to vote on Alamo incorporation.  

Nancy Dommes, Treasurer

Nancy, in addition to serving as President and Philanthropy Chair of the National Charity League, has been an active member of several Alamo community committees such as Alamo Parks and Recreation and Alamo Beautification. Nancy is a 20-year resident of Alamo.  She and her husband Paul have raised their two adult children in Alamo.

Barbara Munkner, Director of Volunteer Management

Barbara and her family have lived in Alamo for 35 years. She and her husband have three grown sons who were educated in Alamo schools. During the years her sons were in school, Barbara was very active in the PTA, serving in several board positions including President of Rancho Romero PTA. Barbara works three days a week as a registered nurse.

Steve Block, Director of Communications, Secretary

Having lived in Alamo for just three years, Steve is the newest resident of Alamo working on the Alamo Community Foundation. He is responsible for the Foundation web-site, newsletters, and other communication to the Alamo public. Steve is married with two children and has a career in investment management.
